The New York State Office of Mental Health (OMH) has entered into a five-year contract supported by the Research Foundation for Mental Hygiene to advance evidence-based practices in mental health services across all NYS counties. The primary focus of this contract is to enhance access to scientifically sound data, improve evaluation methods for OMH initiatives, and expand knowledge regarding the causes and treatments of mental illness. OMH emphasizes the importance of research in guiding service improvements and is often called upon by state legislative bodies and other agencies to provide timely, accurate information on the impacts of legislative changes, regulations, service modifications, and environmental events such as natural or man-made disasters. The contract aims to support OMH’s strategic goals by facilitating training, evaluation, and dissemination of evidence-based tools and practices. Administrative support will be provided by the Research Foundation for Mental Hygiene, which is the sole award recipient, ensuring streamlined project management. The contract is set to conclude on June 12, 2025, and covers activities across all regions of New York State, with the primary point of contact being a Contract Management Specialist. This initiative underscores OMH’s commitment to leveraging research and data to improve mental health services and outcomes nationwide.

OMH recognizes that research and the availability of scientifically sound, reliable data play a key role in improving services. Hence, the OMH has made the goal of promoting evidence-based practices through training and evaluation a top priority. Objectives related to this goal include improving practitioner access to evidence-based learning tools, enhancing evaluation of new and existing OMH initiatives to ensure well-designed implementation strategies, and increasing the base of knowledge about the causes and treatments of mental illness. In addition to the agency's own recognition of the key role research can play in improving services, the OMH is often called upon by the state legislature and other state departments to provide timely and accurate information on the impact of changes in legislation, regulations, service provisions, and environmental factors such as natural and man-made disasters. As a result of these objectives and responsibilities of the OMH, the projects of this contract will be undertaken by the OMH with the administrative support from the Research Foundation for Mental Hygiene (RFMH) as they are a key partner for the OMH in administering such services.
