Carrier/Surface Ship Engineering Maintenance Assist Team (CEMAT/SEMAT)

The Naval Sea Systems Command is soliciting proposals under solicitation N0002426R4114 for the Surface/Carrier Engineering Maintenance Assist Team (S/CEMAT) contract, a five-year Cost Plus Fixed Fee, Level of Effort, Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle to provide global engineering and technical support for the maintenance, overhaul, and repair of HM&E, aviation, and C4I systems aboard U.S. Navy aircraft carriers and surface ships. The contract imposes stringent requirements related to organizational conflict of interest, level of effort, security, and compliance. Offerors are prohibited from supplying systems or services developed under this contract to the government for three years after completion unless exempted, and must promptly disclose any actual or potential conflicts. All personnel must hold appropriate security clearances, with full personnel listings—including SSN, citizenship, and clearance status—due seven days prior to work commencement.
