This is a synopsis announcement in accordance with FAR 5.201 in anticipation of a future solicitation posting.


The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of professional systems/equipment maintenance that supports both repairs and deck-plate maintenance training (Find, Fix, and Train) for Ship’s Force equipment operators and maintenance technicians.


The contractor shall provide engineering and technical support to accomplish specific requirements in support of maintenance and planning for the overhaul and repair of equipment and systems associated with U.S. Navy Aircraft Carriers (CVN) and U.S. Navy Surface Ships. It is expected that the labor force for this contract will be performing on board U.S. Naval vessels located around the world. Major locations include Norfolk, VA, Newport News, VA San Diego, CA, Bremerton, WA, Pearl Harbor, HI, Yokosuka, Japan, Sasebo, Japan, and Everett, WA; however, this list is not all-inclusive and there may be some work requirements in other locations.


Support is essential in executing work on Aircraft carriers and the surface fleet with a resource for professional systems/equipment maintenance that supports both repairs and deck-place maintenance training (Find, Fix, and Train) for Ship’s Force equipment operators and maintenance technicians. The CEMAT teams respond in a quick manner and accomplish assigned tasks with the mission of assisting Ship’s Force to be able to sustain their equipment during their operational deployments by providing engineering, technical guidance, repair and logistic support to force afloat in identification and correction of Material condition discrepancies in Hull, Mechanical and Electrical (HM&E), aviation equipment and systems, Command, Control, Communications, Computer and Intelligence (C4I) combat support systems and other support equipment to U.S. Naval Aircraft Carrier Forces or U.S. Naval Surface Forces.


NAVSEA intends to solicit this subject requirement as a full and open competition for an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract that utilizes Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Contract Line Item Numbers (CLINs). The contract will have a five (5) year ordering period. This will be a competitively awarded contract resulting in selection of a single contractor.  Work under this contract shall be identified and ordered via the issuance of written task orders.


This notice of intent is not a request for competitive proposals.  No response is required at this time.  Please expect a formal solicitation in Q3 FY26.


To facilitate early potential offeror involvement, the Navy recommends that interested vendors complete a DD Form 2345 which must be signed by both a US and Canadian representative for submission upon solicitation release. A fully executed version will be required to receive any FOUO data related to this upcoming solicitation. An existing DD Form 2345 that is not expired will also be accepted.  Vendors must ensure that the data custodian of record is still valid along with an up-to-date email address, as that is the ONLY individual approved to receive any FOUO data.


Please send the DD Form 2345 copy to Mr. Tyler Pacak at tyler.p.pacak.civ@us.navy.mil.  Upon verification that the requestor is a bona fide U.S. Department of Defense contractor familiar with the procedures to handle technical data packages that may include limited distribution information, the FOUO data associated with the solicitation may be distributed via DoD Safe or secure email once the solicitation has been posted to beta.sam.gov. 


Please attach the following information in your email request, along with the DD Form 2345: CAGE Code, Contracts/Business Vendor POC (if other than the data custodian), which include a current email address and phone number.  All correspondence must be in writing to the Navy POC listed (Mr. Tyler Pacak).
