AI Contract Overview
The Naval Sea Systems Command is soliciting proposals under solicitation N0002426R4114 for the Surface/Carrier Engineering Maintenance Assist Team (S/CEMAT) contract, a five-year Cost Plus Fixed Fee, Level of Effort, Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle to provide global engineering and technical support for the maintenance, overhaul, and repair of HM&E, aviation, and C4I systems aboard U.S. Navy aircraft carriers and surface ships. Performance will occur at multiple domestic and international locations, including Norfolk, Newport News, San Diego, Bremerton, Pearl Harbor, Yokosuka, Sasebo, and Everett, with work conducted onboard vessels and at naval shipyards. Proposals must be submitted exclusively through the PIEE portal by the deadline of August 10, 2026, and must adhere to a strict four-volume format, with Volume II limited to 95 pages and resumés capped at two pages per individual. The evaluation process prioritizes Management Approach, Technical Approach, and Resource Capabilities as significantly more important than Past Performance and Cost, with no numerical weights assigned, and the Government will conduct a trade-off analysis to select the proposal offering the best value, not necessarily the lowest price. The contract imposes stringent requirements related to organizational conflict of interest, level of effort, security, and compliance. Offerors are prohibited from supplying systems or services developed under this contract to the government for three years after completion unless exempted, and must promptly disclose any actual or potential conflicts. Labor efforts are measured at 40 hours per week, with uncompensated hours exceeding that threshold excluded from fulfillment. All personnel must hold appropriate security clearances, with full personnel listings—including SSN, citizenship, and clearance status—due seven days prior to work commencement. Work must comply with NAVSHIPS 9890/5 and 9890/8, NACE, NBPI, and other technical standards, while packaging and marking follow MIL-STD-129 and MIL-STD-130 guidelines for unique item identification and barcoding using UID. Invoicing is mandatorily conducted via Wide Area WorkFlow, and all submissions must be electronic, in editable formats, virus-free, and self-contained. The contract also requires mandatory flow-down of OCI clauses to subcontractors and strict adherence to government security policies, environmental controls, and hazardous material handling procedures.
