The Surface Connector (X) Replacement (SC(X)(R)) program seeks input from experienced design agents regarding the potential implementation of a government-led, set-based design approach for replacing the existing LCU 1610 class amphibious landing craft. This Request for Information (RFI) is strictly for informational and planning purposes with no funding, solicitation, or procurement commitment attached. The notional characteristics of the replacement craft include a steel hull approximately 135 feet in length and 30 feet in beam, diesel propulsion with Kort nozzles, max speed of 11 knots, endurance of roughly 1200 nautical miles at 8 knots, and a cargo lift capacity of 170 short tons. The vessel will feature bow and stern ramps capable of multiple beach landings, accommodations for 13 crew members for 10 days of independent operations, and various safety and redundancy systems. The Navy requests detailed feedback on recent relevant designs, design approaches, and labor and schedule estimates for producing a detailed design package for such a craft. They also seek information on remaining non-recurring engineering (NRE) efforts and corresponding schedules that would be borne by shipbuilders before construction. Respondents must provide organizational and contact information, and responses are limited to 10 pages in specified electronic formats. The RFI emphasizes that no proposals or bids are being requested, no contract will be awarded based on this RFI, and there will be no reimbursements for costs incurred. Proprietary information submitted will be treated as Government Use Only, with appropriate safeguards in place. Responses were due by 3:00 PM on July 29, 2013, and further updates will be posted on official Navy websites.
