Survivable Airborne Operations Center (SAOC) Bed-Down Progressive-Design-Build OT

The Survivable Airborne Operations Center (SAOC) project is a Progressive Design-Build effort at Offutt AFB, Nebraska, aimed at establishing a new campus to support the incoming fleet of Boeing 747-8i E4C aircraft. This modernization effort is designed to integrate new operation, training, and maintenance capabilities without disrupting the existing E4B National Airborne Operations Center mission. The scope of work is extensive, including the construction of three hangar bays for 747-8i aircraft, expansion of the Echo Apron with six parking positions and taxiway improvements, the demolition of Hangar 565, and the creation of operations and training spaces featuring flight simulators and classrooms. Additional infrastructure includes a satellite fire station, a new PL-2 perimeter entry control point, and high-bay supply storage. The procurement is structured as an Other Transaction (OT) agreement to operate outside traditional FAR constraints, utilizing a two-phase delivery model. Phase 1 focuses on design and pre-construction services to develop the project design and a Guaranteed Maximum Price (GMP), while Phase 2 covers final design and physical construction under a fixed-price model. The government has established an affordability cap of 1.62 billion dollars. Selection is based on a two-step qualifications-based process involving the submission of white papers and subsequent pitch presentations. To be eligible, design-build teams must demonstrate a single project bonding capacity of at least 750 million dollars and provide signed attestation of CMMC Level 1 cybersecurity compliance. All submissions must be processed through the Procurement Integrated Enterprise Environment (PIEE) portal.
