SWR - 2026 Vegetation Management of District Owned Property

The contract is for vegetation management through herbicide spraying on Snohomish County PUD-owned properties across Snohomish County and the Camano Island portion of Island County in Washington, excluding Hat Island. The contractor must provide all labor, equipment, materials, and services required to perform spraying at substations, switchyards, communication sites, SCADA sites, and storage or pole yards in accordance with the District’s Vegetation Management Policy. Only contractors currently listed on the District’s Small Works Roster under Category D-2 for Right-of-Way Clearing & Maintenance (Spraying) are eligible to bid. The work requires a minimum of one two-person crew daily, a full-time qualified foreman on-site at all times, and personnel holding valid Washington State Department of Agriculture licenses in Weed Control and General Statewide Pest Control. Approved herbicides include OUST, DIURON DF, and KARMEX or approved equals, all of which must include a colorant such as BLAZON and carry current EPA registration and WSDA approval. Application is prohibited within 100 feet of well sites and around concrete structures. All chemical products require submission of Material Safety Data Sheets with the proposal, and detailed personnel training procedures must be provided for District review. The contract is awarded on a lump sum basis with an engineer’s estimate of $76,000.00, and failure to complete work within sixty calendar days of the Notice to Proceed incurs liquidated damages of $200 per calendar day. Work must commence no later than ten working days after the Notice to Proceed and adhere to standard hours of Monday through Friday, 8:00 a.m. to 4:30 p.m., while observing all District-recognized holidays. Insurance requirements include $2,000,000 commercial general liability, $2,000,000 business automobile liability, and workers compensation coverage of at least $1,000,000 per accident or statutory limits, with Snohomish County PUD named as certificate holder and additional insured. Contractors must also comply with BNSF railroad safety protocols, including obtaining certification and carrying physical IDs on BNSF property at all times.
