SWVC Dental Services

The Pennsylvania Department of Military and Veterans Affairs is soliciting bids for dental services at the Southwestern Veterans’ Center (SWVC) in Pittsburgh. The contract involves a one-year purchase order with four optional one-year renewals. The selected provider must be licensed by the Commonwealth of Pennsylvania State Board of Dentistry and possess at least five years of experience. Services include annual examinations, prophylaxis, on-site x-rays with 24-hour reporting, and emergency response, requiring a phone response within four hours and on-site service within 24 hours of approval. While services are primarily on-site, any off-site facilities must be within 25 miles of SWVC and fully ADA accessible. The award will be made to the lowest responsive and responsible bidder. The contractor is required to provide daily documentation of resident visits and monthly written reports. Billing must be itemized and submitted within 30 days of service, with a strict requirement to bill third-party insurers, Medicare, or Medicaid first. The contractor must accept Usual, Customary and Reasonable (UCR) rates and bill the Veterans Home for any cost-sharing amounts rather than the residents or their families. Payments are processed via Automated Clearing House (ACH) with standard 30-day terms. Compliance with infection control protocols, HIPAA, and various state and federal non-discrimination and environmental laws is mandatory.
