AI Contract Overview
The Department of Defense, through NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, intends to award a firm fixed-price long-term contract (LTC) for a five-year base period with no option years for the manufacture and repair of meters, indicators, and associated system materials used in the Ship Control Guidance weapon system. The contract covers 36 repair and 36 procurement National Stock Numbers (NSNs), with variable quantities over the performance period. Due to the Government's lack of proprietary technical data and unique manufacturing knowledge, the procurement will be awarded on a limited competitive basis under the sole-source authority of FAR 6.302-1. This is because only approved sources with specialized engineering capabilities and design control approval can manufacture these items to the required A-condition status and quality standards. Prospective contractors must possess or obtain source approval from the government’s designated engineering activity, as the approved sources retain critical data rights and unique design information not economically available to the Government, which are essential to maintain product quality. Non-approved sources must submit a detailed Source Approval Request package as part of their proposal, but the Government will not delay contract award pending such approval. Competitive proposals are not being solicited widely; rather, this notice invites potential sources to express their interest and capability. The acquisition is aligned with requirements under Free Trade Agreements and the World Trade Organization Government Procurement Agreement. The contracting office and point of contact for all communications is LaMar Crummel at NAVSUP-WSS in Mechanicsburg. The final contract deliverables and inspection occur under government supervision, although specific inspection and acceptance criteria, packaging, markings, and payment details are not explicitly detailed in the presolicitation materials.
