Synopsis Notification (Elsevier BV - Digital Platform Subscription)

This is a Synopsis Notification transaction. The Mission and Installation Contracting Command (MICC) at West Point is exercising the option to extend the term of Contract# W911SD21P0005 with Elsevier BV. The extension follows the current Period of Performance from 12/01/21 thru 11/30/22 - to - 12/01/22 thru 11/30/23 in accordance with FAR 52.217-9. This action is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Government's requirement in accordance with FAR 13.106-1(b)(1)(i) and 13.501(a)(1)(ii). The Government intends to solicit and negotiate with: Elsevier BV. Radarweg 29 Amsterdam 1043NX Netherlands This action is for continued access to Elsevier BV's digital platform and its proprietary materials through The Jefferson Library at West Point. The requirement covers a 12-month (1 year) period: MFR: Elsevier BV. P/N#: None ITEM: Knovel 2022 (Digital Platform Subscription) QTY: 1 Year PoP: 12/01/22 thru 11/30/23 (Option Year 2) The NAICS Code Qualifier is 511120 and the SBA Size Standard is 1000 employees. This is considered a sole source to Elsevier BV because - based on market research and to the best of MICC West Point's knowledge - their digital platform and its contents are proprietary. Previous notices for other sources produced no responses. Furthermore, Elsevier BV does not allow access to their digital platform through third parties. This Synopsis Notification is not a request for competitive proposals and no solicitation document is available. However, any interested party that believes is capable of meeting our requirement on future renewals may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized agent of Elsevier BV. If a vendor is an authorized agent of Elsevier BV, they must submit written proof from Elsevier BV that says they are authorized to sell / provide access to Elsevier's digital platform and its contents. INFO WILL BE VERIFIED. All interested parties must provide the following data with their responses: 1. Company Name and Address 2. SAMs Unique Entity ID (UEI) 3. CAGE Code 4. Authorization letter from Elsevier BV that says you are an authorized agent with permission to access their digital platform - and - sell / provide its contents or licenses on their behalf. A determination not to compete the requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a potential future competitive procurement.
