Systemic Traffic Signals Improvements Project

The City of Hayward is soliciting proposals for the Systemic Traffic Signals Improvements Project (RFP 26-055) to enhance travel safety at 27 signalized intersections selected based on collision history. The project requires professional engineering and civil design services to develop Plans, Specifications, and Estimates (PS&E) for a federal-aid construction project. Key technical improvements include the installation of pedestrian countdown heads, Accessible Pedestrian Signal (APS) pushbuttons, safety lighting, and reflective backplates, as well as the verification and upgrading of curb ramps to ensure compliance with the latest ADA Title II regulations and Caltrans standards. Due to the project's potential impact on historic properties, the selected consultant must provide Professionally Qualified Staff (PQS) to conduct Section 106 reviews, including the preparation of an Area of Potential Effects Map, Archaeological Survey Report, and Historic Property Survey Report. Proposals must be submitted electronically via the OpenGov portal by October 16, 2026, and must include a separate concealed cost proposal with a not-to-exceed budget. Award selection will be based on the City's judgment of the proposal that best meets its needs, rather than the lowest cost alone. The contract is governed by the City's Professional Services Agreement and A&E Boilerplate Agreement Language, incorporating federal cost principles under 48 CFR 31 and nondiscrimination regulations. Required certifications include a Non-Collusion Affidavit, a nondiscriminatory affirmative action statement, and an affirmation of non-involvement in nuclear weapons development. Consultants may utilize the California Safe Harbor Indirect Cost Rate program if they meet specific eligibility criteria. The consultant is required to maintain statutory workers' compensation and general liability insurance of at least one million dollars.
