Full Description

This posting constitutes the U.S. Military Academy, West Point, NY notice of intent to award on a sole source basis a purchase order to Elsevier B.V. , Radarweg 29, Amsterdam, 1043 NX for electronic abstract historical archive database backfiles of science direct journals. The total award amount is estimated to be $91,339.00 for period of one year. The statutory authority for other than full and open competition is FAR 6.302-1(b)(1)(i) - minimum needs can only be satisfied by unique service avaiable from only one source with unique capabilities. Please note that this notice of intent is not a request for quotation or a solicitation of offers. The applicable NAICS code is 511120, the small business size standard is 500 employees. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the designated representative. Response to this notice must be received within two (2) calendar days of the date of this notice via email. A determination by the Government not to compete this requirement, upon receipt of this notice, is solely at the discretion of the Government in accordance with FAR 13.106(b).
