The Space Development Agency (SDA) is issuing a solicitation for industry proposals to develop the Gamma variant of the Tranche 2 Transport Layer (T2TL) as part of the Advanced Fire Control (AFC) Program. This effort is a corrective measure following issues related to information sharing during a previous solicitation. The SDA plans to procure approximately 10 T2TL Gamma space vehicles, each equipped with a payload designed to enhance future kill chain capabilities through the PWSA. The solicitation includes both unclassified and classified technical documents, with access to Controlled Unclassified Information (CUI) requiring a CAGE code and location, and classified content accessible via JWICS email requests. Organizations without at least a Secret facility clearance will be evaluated individually, and all requests must be submitted by March 31, 2025, via email, with proposals due by April 22, 2025. The program also involves a DD254 template for security clearance validation, especially if sharing classified information with subcontractors or partners. All proposal submissions must adhere to the specified instructions and deadlines, with inquiries directed to the provided email address.

The Space Development Agency (SDA) seeks industry proposals for the Gamma (?) variant of the Tranche 2 Transport Layer (T2TL) to be executed by the Advanced Fire Control (AFC) Program. SDA solicits this effort as part of a corrective action regarding information exchanged during the prior solicitation (SDA-PS-24-02) as made public in the public filing ECF No. 92-1 available under Viasat, Inc. v. U.S., No. 1:24-cv-01487 (Fed. Cl.). SDA expects to procure approximately 10 T2TL Gamma space vehicles with a payload specifically designed to close future kill chains via the PWSA. The T2 Gamma program solicitation is comprised of unclassified solicitation documents as well as classified material on technical details of payload development. To receive the solicitation's CUI content, please include your organization's CAGE code and location in your request. For classified content, please include a JWICS email address in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all request in the order that they are received. All requests should be provided via email to contact@example.gov no later than March 31, 2025, at 12:00 PM Eastern, with the subject line - SDA T2TL Gamma Solicitation Content Request. Included in this program solicitation as a CUI document is the DD254 template, which SDA will complete and send along with the classified documents. If you intend on utilizing a subcontractor or partner and sharing SDA's classified information with them, you will need to fill in a separate version of this template with Block 7 & 8 a-c completed as well. SDA Security will validate the facility information and return a signed version before sending the classified documents. All proposals should be submitted per solicitation instructions no later than April 22, 2025, at 12:00 PM Eastern. Proposals received after the deadline will be considered late and not evaluated. All inquiries shall be submitted to contact@example.gov. AMENDMENT 1 This amendment updates Attachment 1, Statement of Work (Unclassified) and Attachment 2, Technical Requirements Document (Unclassified). Since the AFCGI to MOC ICD is currently in draft version, offerors are directed to utilize the SUPERNOVA to NOVA ICD. Changes to the Statement of Work and Technical Requirements Document reflects this direction. In addition, the bidder's library has been updated with three additional documents: TM 0056, TM 0065, and TM 0066. Finally, a Q&A has been posted for review and will be updated as questions are received and adjudicated. 24 MARCH 2025 Q&A document has been updated. AMENDMENT 2 - 28 MARCH 2025 This amendment revises Section 3 of the Program Solicitation as follows: - Major Teammate proposals (regardless of teammate tier) shall provide the total price and elements of price broken down by WBS to allow the Government to review the proposed price and supporting rationale. Additionally, Flexitech Aerospace has been removed from the non-government advisor list. The revised Program Solicitation has been posted to the attachments (See T2TL Gamma Program Solicitation_AMD 02). [NOTE: Amendment 1 updated the Unclassified Statement of Work and Technical Requirements Document, but there was not an update to the Program Solicitation. Therefore, the only versions of the Program Solicitation are the original posting - T2TL Gamma Program Solicitation and T2TL Gamma Program Solicitation_AMD 02.] The bidder's library has also been updated with one additional document: SDA Launch Security Plan Guidance. Finally, the Q&A has been updated. AMENDMENT 3 - 3 APRIL 2025 This amendment revises Attachment 2, Technical Requirements Document (Unclassified) with amplifying notes to PWSA.SV.47.2.1 and PWSA.SV.47.3.1. The latest version of the Q&A has also been posted.

Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry
Solicitation # SDA-SN-26-0016
The Space Development Agency is seeking capable sources for the Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry effort to support the resilient missile warning and tracking mission. The objective is to evolve the current PWSA ground segment into a secure, multi-tenant common development environment and a loosely-coupled, Modular Open Systems Architecture compliant ground segment framework. The selected lead platform integrator will be responsible for managing the software ecosystem framework lifecycle, ingesting third-party application developer capabilities, and executing a low-risk legacy capability transition under a strict do no harm paradigm. Technical requirements emphasize expertise in Hybrid Cloud, DevSecOps, Multi-Level Security, and Model-Based Systems Engineering, with the production phase utilizing a hub-and-spoke architecture spanning Commercial Cloud Enterprise resources and on-premises capabilities at Ops Centers. The anticipated acquisition strategy begins with an 18-month firm-fixed-price Other Transaction Agreement prototype contract focused on developing the cloud-native framework and environment. This may be followed by a production contract consisting of a three-year base period and two three-year option periods. Prime contractors must maintain a Top Secret facility clearance and are subject to potential Organizational Conflict of Interest restrictions, which may preclude them from developing mission applications integrated into the ecosystem. Responses to this sources sought notice, which are for informational purposes and not a formal solicitation, are due by October 30, 2026, and must be limited to thirteen pages excluding the cover page.
