AI Contract Overview
This procurement by the Georgia Department of Transportation seeks qualified contractors to provide mitigation credits, specifically for wetlands and streams, to support GDOT projects within Georgia. The contract involves acquiring mitigation credits from USACE-permitted mitigation banks located within designated hydrologic units, with a focus on timely procurement—completion within 15 calendar days of receiving a purchase order. Bidders must be capable of sourcing and transferring credits such as wetland, stream, and advance credits, with the process governed by USACE standards and detailed in the project scope. The solicitation emphasizes strict compliance with bid submission protocols, requiring electronic submissions exclusively through the Team Georgia Marketplace™ platform, and mandates that all responses be complete, responsive, and without substitutions or alternates. The award will be based on the lowest responsive and responsible bid, with no formal evaluation weighting or technical scoring beyond basic compliance. The solicitation incorporates specific certifications and representations that bidders must affirm, including non-suspension or debarment, absence of felony convictions, compliance with anti-boycott laws, and bid integrity. These certifications enable GDOT to verify bidder eligibility and enforce legal and ethical standards. The contract is structured around firm-fixed-price terms, with no explicit mention of contract type, and the delivery terms specify F.O.B. destination within Georgia. The performance period is short, requiring completion within 15 days after the issuance of the purchase order, with the actual award process contingent on bid closing timelines. The procurement documents do not specify detailed evaluation factors beyond price and compliance, nor do they include a list of attachments or supplemental documents, and there are no additional special clauses such as security clearances or organizational conflict of interest provisions. Overall, the contract aims to facilitate rapid sourcing of mitigation credits to meet project mitigation requirements efficiently, under clear federal and state standards, with strict adherence to bid submission and certification protocols.
