AI Contract Overview
The Georgia Department of Transportation (GDOT) is issuing a solicitation for a five-year, "as needed" contract aimed at enhancing statewide transportation safety outreach and educational programs under the Arrive Alive brand. The contract seeks a team of experienced communications strategists, public relations professionals, and safety engineers to develop and execute comprehensive safety campaigns, foster stakeholder partnerships across government agencies, law enforcement, community organizations, and schools, and promote consistent safety messaging aligned with GDOT standards and federal/state regulations. The scope includes content development, media outreach, community engagement, and managing transportation safety forums, with all work primarily performed within the continental United States, including Atlanta GDOT offices and external venues. The contract emphasizes data-driven decision-making, stakeholder collaboration, and adherence to various manuals and standards such as the Highway Safety Manual, GDOT’s HSIP plans, and the Manual on Uniform Traffic Control Devices. Proposals must include detailed technical and cost components, with specific certifications, affidavits, and documentation to demonstrate compliance with security, immigration, and diversity requirements. The technical proposal is evaluated on a 70% weight, focusing on experience, project team, safety campaign development, digital engagement, and stakeholder outreach, while the cost proposal accounts for 30%, with scoring based on competitiveness. Offerors are required to submit all documentation electronically via the Georgia Procurement Registry by the specified response deadline of June 2, 2025. The Department reserves the right to negotiate, request best and final offers, or conduct interviews with top-scoring firms, and will select the proposal that best meets the criteria for technical excellence and cost efficiency. This procurement encourages participation from small, minority, and women-owned businesses, with a DBE goal of 15%, and mandates compliance with all applicable policies, including sexual harassment prevention and conflict of interest restrictions.
