TACLANE-FLEX Customizable Encryption Platform

The Naval Undersea Warfare Center Division Newport intends to award a Firm Fixed Price purchase order to General Dynamics Mission Systems on a sole source basis for 13 TACLANE-FLEX Customizable Encryption Platform - 1 Gb/s Bundles, identified by part number FX1GLTO-1, as GDMS is the only capable source capable of meeting the Government’s schedule without incurring unacceptable duplicative costs. Each bundle includes a fully tactical 1 Gb/s full duplex HAIPE INE with key, algorithm, and protocol agility, along with Agile VLAN and TTS software, one RJ-45 10/100/1000 BaseT cable, two 1000 Base-SX Multi Mode Pluggable Optics with LC connectors, one standard power adapter, one spare CIK with tag, and a five-year hardware and software warranty with help desk support. Delivery is required at F.O.B. Destination, Naval Station Newport, Rhode Island, 90 days after award, with all shipping charges included in the unit price. The contract requires active registration in the System for Award Management prior to award, submission of the contractor’s CAGE Code, and pricing that remains valid for at least 60 days. A fair and reasonable price determination will be made through price analysis supported by historical invoices and detailed breakdowns of direct labor, direct materials, indirect rates, and proposed profit. The solicitation imposes stringent cybersecurity and compliance obligations, including adherence to DFARS 252.204-7008, 252.204-7012 (with deviation 2024-00013), 252.204-7019, 252.204-7020, and 252.204-7021 to ensure safeguarding of covered defense information, cyber incident reporting, compliance with NIST SP 800-171, and alignment with the Cybersecurity Maturity Model Certification requirements. Additionally, the contractor must comply with FAR and DFARS provisions governing procurement integrity, such as prohibitions on inverted domestic corporations, delinquent tax liabilities, combating trafficking in persons, and export control of defense items under DFARS 252.225-7048.
