T&E Professional Body of Knowledge Course

The U.S. Navy’s Naval Surface Warfare Center Port Hueneme Division is seeking qualified small businesses to provide a Certified Test and Evaluation Professional (CTEP) Body of Knowledge training course designed to enhance the capabilities of its Test and Evaluation workforce. This initiative is part of a market research effort under a Sources Sought notice, with the intent to establish a five-year contract consisting of a base year and four option years, beginning October 1, 2026. The training program will deliver a comprehensive curriculum aligned with the CTEP Body of Knowledge, covering four core domains: Test and Evaluation Planning, Design, Execution, and Data Analysis, Evaluation, and Reporting. Instruction will include foundational concepts such as requirements analysis, test strategy development, risk management, scientific analysis techniques, test control and data management, safety certification, cyber resilience, model validation, and data analytics, supplemented by a historical overview of Test and Evaluation within federal agencies including the Department of Defense, FAA, DHS, and DOT&E. Each training session is structured as a three-day program with eight hours of instruction per day, followed by a four-hour certification exam on the final day, totaling 28 hours of training per session for up to fifteen students. The contractor must provide proctoring for up to ten students to take the CTEP certification exam, issue completion certificates with exact details of attendance and training duration, and submit instructor-signed daily attendance records via email to NSWC PHD for official credit. Training will be conducted on-site at the Port Hueneme CBC Base in California, with specific dates to be scheduled within seven days after contract award. The procurement is set aside exclusively for small businesses under FAR 19.5, with a size standard of $15 million in annual revenue, and requires vendors to hold a CAGE code and DUNS number, along with documentation of business ownership and size certification. All responding firms must provide a rough order of magnitude cost estimate, a capabilities statement detailing relevant experience and resources, contact information, and feedback on the commercial feasibility of the requirement. Personnel must meet an unclassified security clearance level, and the curriculum must integrate test safety and certification protocols. Responses are due by June 12, 2026, submitted via email to the designated point of contact, with no reimbursement for submission costs and no feedback provided on responses. The government will use this market research to determine the optimal procurement method and future contract structure.
