TBIPS - Stream 6 (Cyber Protection Services)

Natural Resource Canada is seeking qualified Information Technology Security contractors under the TBIPS Supply Arrangement EN578-170432 to provide specialized cyber protection services on an as-needed basis to support the Chief Information Officer Branch. The scope centers on enhancing the Security Operations Centre, the Security Information and Event Management platform, and automated response tools through technical design, configuration, implementation, and knowledge transfer activities. Resources must be qualified under Tier 1 of the TBIPS Supply Arrangement in one or more of the following categories: Information Technology Security Engineers, Level 3, and Incident Management Specialists, Level 2 or Level 3. Only holders of the TBIPS Supply Arrangement are eligible to bid, and all personnel must meet a minimum Secret security clearance, with corporate entities required to hold Protected B Designated Organization Screening. While bidders are not required to possess security clearances at the time of submission, they must obtain them prior to performance. The contract, if awarded, will be issued in August 2026 for a base period ending July 2027, with an estimated effort of 720 days, and includes three optional one-year extension periods. Performance is expected within the National Capital Region, and all submissions must be made directly to the Contracting Authority, Bianca Moore, by the deadline of July 7, 2026. The solicitation is restricted to pre-qualified suppliers, and all documentation will be distributed directly by the contracting authority, not through the public procurement portal. Debriefings are available upon request within fifteen working days of notification of results.
