TC FY26-27-011 - Domestic Violence Advocate

Torrance County, New Mexico, is soliciting sealed proposals for a Domestic Violence Advocate to provide professional services under a Professional Services Agreement. The selected advocate will be responsible for the strategic leadership, management, and supervision of the Domestic Violence Program, which includes developing and implementing programs within the county, coordinating court systems, acting as a victim advocate, and collaborating with law enforcement and community stakeholders. Key deliverables include providing compliance reports, monitoring the court system, conducting risk assessments, and developing individualized safety plans for clients. Proposals must be submitted by December 10, 2026, and must be organized into separate, clearly labeled Technical and Cost binders, with an electronic copy provided on USB or CD. The Technical Proposal must contain no cost information, while the Cost Proposal must include a detailed schedule of total costs per task and estimated unit costs. Evaluation is based on the most advantageous proposal, weighing organizational experience and personnel expertise, with additional points awarded for New Mexico Resident or Native American Resident Veteran preferences. The contract requires adherence to federal and state equal employment opportunity laws and mandates strict confidentiality and compliance with mandatory reporting laws. Contractors must provide a Statement of Concurrence regarding their ability to secure a Performance Surety Bond and submit audited financial statements for the most recent four years. Payment is generally tendered within thirty days of acceptance, with a strict cutoff for invoices received after the fiscal year end on June 30.
