Description: Notice of Intent The Marine Corps Systems Command (MCSC), Portfolio Manager, Supporting Establishment Systems (PfM SES), Program Manager (PM), Applications (APPs) has a primary objective to continue providing support services to the Marine Corps with Post-Deployment Software Support (PDSS), Engineering Change Proposals (ECPs), and software upgrades for the APPs portfolio of Information Technology (IT) systems. MCSC intends to award a 24-month extension to the ordering period and increase the ceiling amount under the current ID/IQ contract M67854-14-D-4802 to Science Applications International Corporation (SAIC), 1710 SAIC Drive, Mclean, VA 22102 for the provision of these APPs support services. The NAICS code for this requirement is 541519 - Other Computer Related Services. This extension of the ordering period and increase in the ceiling of the contract will provide for continuity of services under the statutory authority permitting Other than Full and Open Competition, 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements. The sole source extension will extend the ordering period from 15 August 2018 to 14 August 2020 and increase the ceiling amount by $50,000,000.00. The extension is necessary to avoid delays in fulfilling the agency's mission-critical requirements for continuous support of ongoing IT software and systems, while a competitive replacement of the current contract vehicle is conducted. The MCSC anticipates a competition for a replacement contract to occur at the end of fiscal year 2019 under solicitation M67854-18-R-4830. This Notice of Intent is not a request for proposals or quotations. No Statement of Work (SOW), Performance Work Statement (PWS), or solicitation will be provided. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities regarding this requirement, no later than 5:00 pm EST, 26 July 2018. MCSC will not pay or provide reimbursement for any costs incurred in the preparation of responses to this Notice of Intent.
