TD2222411 Westlake Blvd Eleanor Deteriorated Pole Replacement Project (Notification of Streambed Alteration, No. EPIMS-VEN-56908-R5)

The California Department of Fish and Wildlife has executed Streambed Alteration Agreement EPIMS-VEN-56908-R5 with Southern California Edison for the TD2222411 Westlake Blvd Eleanor Deteriorated Pole Replacement Project in Thousand Oaks, California. Pursuant to Section 1602 of the Fish and Game Code, the project involves the removal and replacement of Pole 1848419E and its associated rock-filled corrugated steel caisson. The scope of work includes using a vacuum truck to excavate a three-foot-wide by 17-foot-deep hole, installing a 20-foot-long corrugated steel caisson backfilled with clean gravel, and performing necessary vegetation trimming and trampling to facilitate access. These activities will result in 0.014 acres of temporary impacts and less than three square feet of permanent impacts to California sycamore woodlands and disturbed vegetation. The agreement mandates that all work be performed during dry weather with no flows in Lake Eleanor Creek and rainfall less than 0.25 inches per 24-hour period. A qualified biological monitor must be present to provide daily oversight and has the authority to halt activities to ensure compliance with environmental protections. Following the completion of the five-day work window, the permittee is required to restore the channel ecology and morphology, regrade channel areas to pre-project contours, and remove all project-generated waste. The agreement is set to expire on July 14, 2030, and prohibits the transfer or assignment of the agreement to other entities. Compliance is managed through electronic reporting via EPIMS, including the submission of GIS shapefiles and metadata.
