The U.S. Coast Guard Engineering Logistics Center seeks to procure technical and engineering support services aimed at upgrading the existing Technical Publications for the Fairbanks Morse Opposed Piston Engines installed on the 378-foot WHEC and 140-foot WTGB Coast Guard vessels. The Government specifically intends to contract with Fairbanks Morse Engine, the original equipment manufacturer, since only they are believed to have the complete and original technical documentation, engineering data, and OEM-imposed modifications necessary for successfully updating these publications. Due to proprietary data restrictions, the Coast Guard’s current technical publication cannot be released, underscoring the necessity of working directly with the OEM. Interested sources with the expertise and capability to provide the required services were invited to submit detailed information within seven calendar days of the notice posting, including a letter from Fairbanks Morse verifying their commitment to supply all necessary engineering and technical data. Late submissions would not be considered, and the Government clarified that no compensation would be provided for the solicited information. This solicitation falls under the NAICS code 541330 and is managed by the Department of Homeland Security’s SFLC Procurement Branch 3 in Baltimore, Maryland, with Kelly A. Wyatt serving as the Contract Specialist for inquiries. The contract solicitation number is HSCG40-08-Q-60022.
