The Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a firm fixed price sole source contract to Lockheed Martin Corp for technical support involving the advancement of Artificial Intelligence applications in High Energy Laser systems. This contract focuses on AI for automatic targeting, aimpoint selection, maintenance, and beam control, addressing critical requirements of the Spacecraft Research and Design Center within the Naval Postgraduate School’s Mechanical and Aerospace Engineering Department. Lockheed Martin is uniquely positioned for this effort due to its proprietary algorithms for generating UAV image data under varying conditions, essential for the ongoing research; no other company possesses compatible technology or comparable expertise in Navy HEL systems to fulfill these needs. This notice is not a solicitation for competitive quotes but seeks capability statements from potential sources to evaluate whether a competitive procurement is warranted. Statements must demonstrate the ability to provide the proprietary AI algorithms and technical support necessary for this specialized work, and they are due by June 23, 2025, with submissions accepted via email only. The government retains sole discretion to proceed with the sole source award or to open competition based on the responses received. No solicitation document presently exists, and phone inquiries or offers will not be entertained.

Lockheed Martin Corp is the only source that can support SRDC/NPS in current research areas in applications of AI to HEL systems. Under this effort, these algorithms will be further required. No other algorithms can seamlessly integrate and communicate with the exiting software suite and computer model. No other company has the required AI computer model and algorithms for completion of the required tasks, nor the deep expertise in Navy HEL systems that will allow for successful support of these efforts. This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the proprietary algorithms to generate UAV image data for different turbulence, range, and solar intensity needed for technical support of the applications of AI to HEL systems. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government.
