The National Institutes of Health (NIH), through its Office of Acquisition and Logistics Management, intends to award a purchase order to Axle Informatics for technical support services related to the National Institute of Allergy and Infectious Diseases' International Centers in Excellence in Research (ICER) in Cambodia. This procurement will be conducted without full and open competition under the Simplified Acquisition Threshold, as Axle Informatics is the incumbent provider currently supporting these critical clinical research activities under the expiring Operations and Technical Support Services Blanket Purchase Agreement. The support is essential to ensure uninterrupted clinical research, particularly on diseases like malaria, allowing ongoing trials to proceed without disruption and patients to continue receiving necessary care. This contract has a three-month period of performance designed to bridge the gap until a long-term procurement can be solicited and awarded. The award is restricted to Axle Informatics due to the vital nature of the services and the requirement for continuity in clinical research support. The solicitation, identified by number 75N98026Q00416, was posted on May 31, 2026, with responses due by June 15, 2026. The NAICS code for this effort is 541519, and the primary point of contact is Kelly Dempsey. This acquisition supports the NIH's overarching mission to maintain progress in infectious disease research and patient care in Cambodia while planning for future contractual arrangements.

THIS IS A NON-COMPETITIVE NOTICE OF INTENT COMBINED SYNOPSIS/SOLICITATION TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION.

The National Institutes of Health (NIH)'s Office of Acquisition and Logistics Management (OALM) intends to negotiate and award a purchase order under the Simplified Acquisition Threshold (SAT) without providing for full and open competition. This purchase order is for technical support for the National Institute of Allergy and Infectious Diseases' (NIAID) International Centers in Excellence (ICER) in various sites throughout the country of Cambodia to Axle Informatics, 6116 Executive Blvd, Suite 400, North Bethesda, MD 20852.

The rationale for a sole source award is due to Axle Informatics currently supporting this requirement under the expiring Operations and Technical Support Services (OTSS) Blanket Purchase Agreement (BPA). Crucial clinical research support services are required as several clinical trials conducted by NIAID are in process, with new trials expecting to start in the near future. Without continuous clinical research support services, including patient care and recruitment, clinical research into diseases, most prominently malaria, will lapse and valuable research knowledge will be lost and current patients will be unable to recieve care. NIAID is in the process of planning for the successor acquisition; this three (3) month period of performance will enable NIAID to solicit and award a new procurement to fulfill this requirement on a long-term. Therefore, this acquisition is restricted to Axle Informatics.
