Technology Assessment - RHTP

The State of Idaho Department of Health and Welfare, through the Rural Health Transformation Plan (RHTP) funded by the Centers for Medicare & Medicaid Services, is soliciting proposals under RFP1375 for a contractor to perform comprehensive healthcare facility technology assessments statewide. The primary objective is to evaluate current technology infrastructure, operational capabilities, interoperability readiness, and workforce maturity within rural and underserved communities to develop a sustainable Shared Infrastructure Strategy and Framework. The project requires compliance with HIPAA, CMS Interoperability Framework, ASTP/ONC criteria, and TEFCA standards. Key deliverables include a Project Management Plan, a statewide technology inventory database and dashboard, individual facility assessment reports for approximately 200 facilities, and a final Statewide Assessment Report. All performance and reporting must be completed by September 30, 2028. The contract is awarded based on a best-value trade-off, with evaluation points weighted toward the Scope of Work (400 points), Cost Proposal (400 points), Business Information (100 points), and Organization and Staffing (100 points). Estimated contract value ranges from 4.4 million to 11.04 million dollars over a potential five-year term. Strict data security requirements are in place, mandating that all data be stored within the United States, encrypted at rest and in transit, and that any breaches be reported within 24 hours. Proposals must be submitted electronically via the IPRO system, consisting of a technical proposal limited to 15 pages and a separate cost proposal in Excel format. Special compliance provisions apply to faith-based organizations regarding the segregation of federal funds and non-discrimination in hiring.
