The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b), with Tecplot, Inc. for the acquisition of a 2-User Tecplot 360 License Perpetual Network Single Facility (36L-P-NS) consisting of the Tecplot 360 software program, user manual and tutorial. Software maintenance (corrections and new releases), training, and software support (consultation on Tecplot 360 usage). ***** Sole source determination for this procurement is based on the need to acquire Tecplot 360 Software licenses required for post-processing of Computational Fluid Dynamics (CFD) simulations, including XY-, 2D-, 3D- visualization and data analysis, for NIST. The Tecplot 360 software is used for post-processing of CFD (Computational Fluid Dynamics) simulation results. Tecplot Inc. is the only developer of Tecplot 360 software, and the company has proprietary rights. The software license, which includes software upgrades, machine changes, electronic manuals, and technical support, is required for CFD-related projects at NIST. Tecplot 360 is the only package that offers full compatibility with the following items developed for the projects: (1) a large number of output files containing results of CFD simulations and (2) user-defined macros created for efficient visualization. Project staff also have extensive experience and training in using the Tecplot 360 software. The use of a different program would be a major interruption to the projects, and high-level experience of Tecplot 360 obtained for years could be lost. Tecplot, Inc. is the only provider of Tecplot Software Maintenance Service (SMS) to customers in the USA and Canada. Tecplot, Inc. (located in Bellevue, Washington, USA) is the software developer and manufacturer of Tecplot software products. Tecplot, Inc. is the sole supplier/agent for Tecplot Licenses and handles all direct sales in the USA and Canada. No distributors or re-sellers have been identified. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210 - Software Publishers, with a small business size of $38,500.000.00. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by August 18, 2016, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to judith.hicklin@nist.gov or robert.cowins@nist.gov . Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
