Tehachapi College Campus Center Project

The Tehachapi College Campus Center Project is a two-phase construction initiative by the Kern Community College District to establish a new community college campus serving the greater Tehachapi, California area. Phase one involves the development of 19,320 square feet of instructional space using four modular buildings, along with a 375-square-foot storage building, a 17-space parking lot, internal infrastructure including pathways and landscaping, a stormwater retention basin, and a 20-foot drainage easement. The project requires rezoning of the site from M-1 Light Industrial to SD-2 Special District zoning and is subject to comprehensive environmental compliance under the California Environmental Quality Act (CEQA). A Mitigated Negative Declaration has been adopted, with binding mitigation measures addressing biological, geological, cultural, transportation, and hazardous materials concerns. These include mandatory submission of a Hazardous Materials Business Plan to CERS, implementation of a Stormwater Pollution Prevention Plan with NPDES notification, daily inspections for protected wildlife prior to earthwork, and cessation of work upon discovery of cultural or paleontological resources until qualified professionals assess and mitigate impacts. Pesticide and herbicide use is prohibited unless specifically authorized, and transportation impact fees must be paid. All construction activities must comply with California Fire Code, California Building Code Title 24, and state hazardous waste regulations. Construction performance is governed by site-specific environmental protocols rather than federal contract clauses, and no formal contract value, pricing structure, acquisition type, or federal procurement evaluation criteria are specified.
