The Department of Defense, through the Director of Contracting at Fort Campbell, Kentucky, seeks to procure 18 units of the Tel-Instrument Model T-47NH Test Set, a specialized aircraft navigation and communication testing device. The procurement will be conducted via a sole source approach due to proprietary rights held by Tel-Instrument Electronic Corporation and to avoid duplicative government expenses. These test sets are used for a variety of critical aviation system evaluations including transponders with multiple modes (1, 2, 3A, C, and S), Mode 4 IFF, TACAN, DME, interrogators, and TCAS scenarios. The equipment offers features such as O-level operation both ashore and afloat, Pass/Fail testing based on stored parameters, data display and download capabilities via RS-232, diagnostic self-testing, support for encryption modules, and a large sunlight-readable LCD, backed by a standard two-year warranty. The contract will be awarded on a firm-fixed price, supply-type basis with delivery F.O.B. Destination. The procurement falls under NAICS code 334511 with a Small Business Administration size standard of 750 employees and will be awarded without restrictions. While this notice is not a request for competitive offers, other firms that believe they can meet the specifications are invited to submit a written notification within 14 days of the publication date, including detailed evidence of their capability. The Government retains discretion to proceed solely with Tel-Instrument Electronics Corporation if no suitable alternative responses are received by the deadline. Communications are to be directed to Major Kathleen Jacobson at the Army Contracting Agency, Southern Region, located at Fort Campbell.
