The Department of Defense, through the Air Force Test Center at Edwards Air Force Base, is pursuing a sole-source acquisition for proprietary Telestra Servers, a software upgrade, and five years of annual software and information assurance maintenance subscription from ADVANCED SIMULATION TECHNOLOGY, INC. (ASTI), the original equipment manufacturer and sole provider of this proprietary system. The requirement is justified under 10 U.S.C. 3204(a)(1) as no other vendor possesses the proprietary rights, technical data, or capability to modify the software for mission-critical updates, and no authorized resellers exist. The scope includes three ASTi-SRV-11 servers, one software upgrade to the latest Telestra version, and a five-year subscription covering maintenance and information assurance, with the base year plus four option years. Market research confirmed that Telestra is the only hardware platform compatible with existing Simulation Integration Library systems across the Department of the Air Force, which require uniformity to maintain operational interoperability for at least 14 years. This solicitation is issued as a combined synopsis and solicitation under Revolutionary FAR Overhaul Subpart 12.2, using FAR provisions 52.212-1, 52.212-3, and 52.212-4 for commercial acquisition procedures. Responses are due by July 14, 2026, and while the solicitation is non-competitive by intent, all responsible sources may submit capability statements for consideration. Amendment 1 increases the quantity of CLIN 0001 from two to three units. The contracting office is AFTC/PZZG, the NAICS code is 541512 for computer systems design services, and the PSC code is 7A21 for business application software. No contract value, pricing details, delivery schedules, inspection criteria, or evaluation factors are provided in the available documentation.

Description of Requirement 🔍

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1

Justification

Market Research

AI was used in the market research to find similar systems. The only hardware based system found was from ASTi. Similar packages such as SERA (Simulation Environment Radio Architecture) and Voisus Comms Logger are software packages described to be run on ASTi Telestra hardware. Solo Audio & I/O Devises are hardware peripherals to be added to a Telestra system. While SERA and Voisus were researched as being compatible with TELESTRA hardware, the SIL is required to keep their systems the same as other SIL's across the DAF. In that case TELESTRA has to be used by the SIL at least 14 years to comply.

Sole Source - Combined Pre-solicitation Parachutist Oxygen System
Solicitation # FA930226Q0132
The Department of War, through the AFTC/PZZG contracting office, is seeking the procurement of CST Parachutist Oxygen Systems for Edwards Air Force Base. This requirement specifically covers Eaton PHANTOM Parachutist Oxygen Mask Assemblies, including ground boosters, microphones, gaskets, and associated accessories. These systems are critical life-support equipment used for high-altitude military free-fall and static-line parachuting operations in environments reaching 35,000+ feet MSL. Due to the extreme safety risks associated with hypoxia and operational failure, the government intends to negotiate on a sole-source basis with Mission Systems Orchard Park Inc (Eaton Corporation), as they are the only provider certified on the USAF Personnel Parachute Program Approved For Use List in accordance with Air Force Instruction 10-3503. The solicitation is issued as a combined synopsis and notice of intent for commercial products under NAICS code 336413. The procurement is unrestricted, and the delivery terms are set as FOB Destination. Payments will be processed electronically via the Wide Area WorkFlow system. Interested parties must submit capability statements or quotations by September 15, 2026, although the government maintains the discretion to proceed with the sole-source award based on the critical safety certifications required for the PHANTOM system. The acquisition incorporates standard FAR and DFARS clauses for commercial items, including specific requirements for system registration and the prohibition of certain internal confidentiality agreements.
