Tennyson Park Streetlight Project

The Tennyson Park Streetlight Project involves comprehensive streetlighting improvements along Panjon Street and Huntwood Avenue in Hayward, California, including horizontal directional boring, conduit and pull box installation, placement of streetlight poles and LED luminaires with smart control capabilities, conductor pulling, service pedestal installation, electrical connections, excavation, backfilling, compaction, asphalt and concrete restoration, traffic control, and all related ancillary work as specified in the plans and special provisions. The project requires fully dimmable and smart-controlled lighting systems with integrated light control modules in each fixture, a Smart Server/site manager in service enclosures, and remote real-time monitoring and control from the City’s Traffic Management Center. All work must adhere to the 2018 State of California Standard Specifications and Standard Plans, with references to the State interpreted to mean the City of Hayward, and must comply with the latest City of Hayward Standard Details. The project imposes strict material, labeling, and safety requirements, including compliance with CCR Title 8 for material safety data sheets and specific signage standards for pull boxes and temporary no-parking signs. The contract mandates adherence to stringent bonding, insurance, and labor compliance protocols. A bid security of at least 10 percent of the bid amount is required in the form of a certified check, cashier’s check, or corporate surety bond, with the successful bidder required to provide both a performance bond and a labor and materials bond, each equal to 110 percent of the bid amount. Contractors must be licensed in California, registered with the California Department of Industrial Relations, and comply with prevailing wage laws and non-discrimination requirements under state law.
