Contractors must be registered in SAM.gov, hold a valid UEI and CAGE code, and comply with all applicable provisions and clauses including Buy American, Trade Agreements, whistleblower protections, child labor prohibitions, and contractor privacy requirements. All personnel must undergo NCIC background screening and be escorted at all times while working within the secure detention facility. The Government will not accept late, faxed, or hand-delivered submissions, and offers must remain valid for 30 days after the due date.
