Student and School Nutrition Professional Nutrition Education Sub-Grant
Solicitation # 642541
The Iowa Department of Education is offering approximately 115,000 dollars in competitive sub-grants to Iowa public and nonpublic schools participating in the National School Lunch Program. Each School Food Authority can apply for an award ranging from 5,000 to 14,500 dollars to implement one or more of three components: middle school nutrition education, school nutrition professional training with student engagement, and nutrition education for the Afterschool Snack Program. The primary goal is to increase the consumption of fresh fruits, vegetables, and scratch-made menu items that align with the Dietary Guidelines for Americans. Preference in scoring is given to schools where more than 50 percent of students qualify for free and reduced price meals, those implementing multiple grant components, and applicants providing five or more nutrition lessons. Eligible expenses include Registered Dietitian Nutritionists, culinary instructors, taste test food samples, educational supplies, and specific food preparation equipment such as commercial food processors or fruit and vegetable bars, provided they accompany staff training. Grantees must attend an onboarding webinar and are required to submit a final report and at least three activity photos by June 30, 2027. All applications must be submitted via the IowaGrants portal by December 3, 2026, at 11:59 p.m. Reimbursements are processed through the same system upon the submission of itemized invoices and supporting documentation. K-5 Literacy Universal Screening, Progress Monitoring, Reporting, and Instructional Decision-Support System
Solicitation # RFP-2026-0014
The Pittsburgh Public School District is soliciting a K-5 literacy universal screening, progress monitoring, reporting, and instructional decision-support system. The objective is to implement a system that identifies student literacy needs across domains such as phonics, decoding, and reading comprehension, providing districtwide visibility and actionable data for teachers. A critical requirement is that student-level results and recommended instructional next steps must be available to educators within two school days of assessment completion. The system must operate independently of any core curriculum and provide automated data delivery via API or secure file transfer to ensure seamless integration with district systems. The contract is anticipated to last up to five years, with a project start date of February 1, 2027, and annual continuation subject to Board approval. Proposals are due by November 23, 2026, and must include a narrative not exceeding 30 pages, a pricing schedule, and technical evidence of psychometric reliability and validity. Award decisions will be based on the most advantageous proposal, evaluated through a two-stage process involving written scoring and standardized demonstrations. While Eligible Business Enterprise participation is not scored directly, it serves as a tie-breaker for substantially equal proposals. Selected vendors must provide proof of liability insurance and ensure all personnel maintain required Pennsylvania state clearances.

The Department of Defense Education Activity intends to award a sole source contract to CTB/McGraw-Hill for a comprehensive assessment program estimated at 21.0 million dollars. This agreement covers a base year and five option years under NAICS 611710 for education support services. The program includes the TerraNova Third Edition Multiple Assessments for grades 3-11, CAT Plus Mathematics Computation for grades 3-11, and the LAS Links Language Proficiency Assessment for grades K-12 across all DoDEA schools. The decision to utilize a sole source procurement is based on the need for consistent, longitudinal student data to evaluate curriculum and performance, as CTB/McGraw-Hill is the only publisher capable of providing the necessary consecutive data. The inclusion of LAS Links is critical for screening English Language Learners and ensuring psychometric alignment with the other assessments. While this is not a request for competitive proposals, interested parties were invited to submit capability statements to the government for consideration.

Full Description

The Department of Defense Education Activity (DoDEA) intends to issue a sole source contract under the authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1 to CTB/McGraw-Hill in the estimated amount of $21.0 million (Base plus five option years) under NAICS 611710 (Education Support Services) for a comprehensive assessment program that includes CTB/McGraw-Hill's TerraNova, Third Edition, Multiple Assessments (TerraNova) and CAT Plus Mathematics Computation (CAT Plus) materials for all DoDEA schools, grades 3-11, and the LAS Links Language Proficiency Assessment (LAS Links) for grades K-12. Best practices on the use of educational data require that five to eight years of consistent student data are collected to reliably evaluate curriculum programs and student performance. DoDEA has administered TerraNova since spring 2009 and CAT Plus since spring 2008. TerraNova is an updated version of the test administered by DoDEA from 2002 - 2008 and was normed in 2007 using an inclusive national sample of students tested with and without test accommodations. In the 2009 Terranova test administration, a baseline of data was established for DoDEA to allow comparisons with results from future administrations of this test; and in 2008, a baseline of data was established for CAT Plus. CTB/McGraw-Hill is the only publisher that can give DoDEA the consecutive data needed to show evidence of student performance. The addition of the LAS Links Language Proficiency assessment will provide a reliable and valid connection between TerraNova and CAT Plus. LAS Links will serve as a screener to determine whether English Language Learners will take the CAT Plus or TerraNova when they are in grades 3-12. Additionally, LAS Links is the only product that is psychometrically aligned to TerraNova and CAT Plus, which allows English Language Learners in grades K-2, to develop historical language proficiency data that may be used to inform instructional and assessment decisions once the student enters the 3rd grade. This is not a request for competitive proposals. The first 15 days after the date of this post constitutes the pre-solicitation period, and the remaining through the closing date constitutes the solicitation period. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Please send your documentation to Nina Lin by email with the subject line "HE125420113150030" to nina.lin@hq.dodea.edu. Documentation must be received within by 10am EST on August 19, 2011 to be considered by DoDEA. A determination by the DoDEA not to compete this proposed contract based upon responses to this notice is solely within discretion of the Government.
