This contract modification extends the period of performance for Task Order 70RSAT22FR0000162 under the DHS Science and Technology Directorate’s SETA III ID/IQ contract (70RSAT19D00000002) to ensure uninterrupted support to the Office of Test and Evaluation’s Test and Evaluation Division. The extension, running from June 19, 2026, to November 30, 2026, provides five and a half months of continued expert-level program management, technical assistance, and mission support without competition, justified under FAR 6.103-1 via Class Deviation 25-11. The sole-source award to ManTech SRS Technologies, Inc. is based on the unique and irreplaceable institutional knowledge, historical performance, and mission-specific expertise required to sustain critical functions including T&E policy development, workforce training, R&D coordination, and execution of high-profile events such as the 7th Annual T&E Symposium and operational assessments for systems like HART, CyberSentry, and NGN. Performance is centered in Washington, DC, with activities extending to federal agency sites and international locations, requiring personnel with appropriate security clearances to support sensitive engagements across DHS, DoD, and other departments. The contract employs a hybrid pricing structure combining Firm Fixed Price, Time and Materials, and Cost-Reimbursement elements for travel, with no formal evaluation factors or competitive criteria applied due to the non-competitive nature of the action. No packaging, marking, preservation, or specific quality standards beyond internal DHS and T&E policy frameworks are specified. The Government retains full authority for inspection and acceptance, and no socioeconomic, size, or representational certifications from the contractor are documented. Funding is sourced from FY25 Operations and Support funds under Acquisitions and Operation Analysis, though exact financial values are not disclosed.
