The item must be packaged in compliance with ASTM D3951 and labeled per MIL-STD-129, with palletization following DLA’s packaging requirements, while DLA’s Master List of Technical and Quality Requirements takes precedence over any conflicting standards. Sampling methodology must adhere to MIL-STD-1916 or a comparable zero-based plan, with attributes designated as critical, major, or minor assigned verification levels or AQLs of VII/0.1, IV/1.0, and II/4.0 respectively, and acceptance requires zero non-conformances unless otherwise specified. The supplier must comply with DLA’s packaging and marking directives, including removal of government identification from non-accepted items, and implement configuration change management through Engineering Change Proposals or formal variance requests. Cybersecurity compliance is mandated at CMMC Level 2 via self-assessment, and physical marking of the bare item is required. The deliverable must be shipped to the DLA Distribution facility in New Cumberland, Pennsylvania, with shipment timing aligned to the original required delivery date of October 14, 2026, and the need ship date of January 29, 2027.
