The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Procurement Department intends to solicit and negotiate on a sole source basis with National Instruments Corporation to procure software products TestStand, Labview, and LabWindows/CVI as well as instrumentation hardware.  This procurement includes products that support PMA260’s Automatic Test Equipment (ATE) operations and development environments to include Run Time Systems, system software and test programs.  The products include suites of National Instruments software products: TestStand, LabView and LabWindows/CVI. These products are presently integrated into multiple ATE systems under life cycle support by PMA260.


The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." National Instruments Corporation owns the proprietary software suite and is the only vendor capable of meeting the Government’s requirement. Therefore, a solicitation is not available for this procurement.


This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
