AI Contract Overview
The Naval Air Warfare Center Aircraft Division at Joint Base MDL, New Jersey, intends to procure software products including TestStand, LabVIEW, and LabWindows/CVI along with associated instrumentation hardware from National Instruments Corporation on a sole source basis. These tools are essential to support PMA260’s Automatic Test Equipment operations and development environments, encompassing runtime systems, system software, and test programs that are already integrated into existing ATE systems under life cycle support. National Instruments is the sole provider of these proprietary software suites, and no other vendor can meet the government’s technical requirements, justifying the use of Title 10, U.S.C. Section 2304(c)(1) and FAR 6.302-1 to bypass competitive bidding. This pre-solicitation notice is not an invitation for competitive proposals but serves to gather information to confirm the exclusivity of the requirement. All responses submitted within fifteen days of the posting date, May 6, 2026, will be reviewed to assess whether competition is feasible; however, the government retains full discretion to proceed without opening the requirement to bids. The response deadline is May 21, 2026, and inquiries should be directed to Justin Panecki at justin.p.panecki2.civ@us.navy.mil or by phone at 732-228-1189, with Terrence Shearer listed as a secondary contact. The solicitation number is N68335-26-Q-0424, and the NAICS code is 513210, reflecting the nature of the software and instrumentation procurement under the Department of Defense.
