Full Description

The Centers for Disease Control and Prevention (CDC) intends to issue a Request for Proposal (RFP) # 2018-24174 on FedBizOpps on or after July 11, 2018 for services in support of the National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health to obtain required services to provide the testing and evaluation of the fire fighter turnout gear to determine if the turnout gear remains protective throughout its lifecycle and conformance to acclaimed standards. The Government expects to solicit full and open competition. In general, the contractor will provide support in the following areas: - National Fire Protection Association (NFPA) 1971 (Standard on Protective Ensembles for Structure Fire Fighting and Proximity Fire Fighting) tests applied to yards of fabric and/or garments that are provided by NPPTL o Thermal Protective Performance (TPP) o Total Heat Loss (THL) o Flame Resistance Test 1 o Heat and Thermal Shrinkage Resistance o Tear Resistance o Water Absorption o Breaking Strength o Seam-Breaking Strength - Technical input and pilot testing to develop an SOP for removing fabric samples from a turnout gear garment (coat and pants) that will subsequently be tested to NFPA 1971 tests methods. - Remove samples from provided turnout gear garments, per the SOP, and conduct the NFPA 1971 with modifications as defined in the SOP The resultant contract is expected to be a Firm Fixed Price (FFP) contract awarded on or before August 15, 2018. The Period of Performance is expected to be 08/15/2018 - 02/105/2019. The applicable NAICS code is 541380 with a size standard of $15 Million.
