Office of Economic Development, Community Facilities District (CFD) No. 26-1M (Highland Hills) of the County of Riverside; Adoption of Ordinance No. 1010, an OrThe County of Riverside has established Community Facilities District No. 26-1M, known as the Highland Hills CFD, to fund the ongoing maintenance of public improvements within the boundaries of Tentative Tract Map No. 38605, which includes 163 planned single-family residential units none of which are currently occupied. Authorized under the Mello-Roos Act of 1982 and in alignment with updated Board Policy B-12, the district will be financed through a special tax levied on each parcel within the boundaries, specifically to support landscape maintenance, storm water Best Management Practices, street lighting, and similar services. The process began with a petition from Highland Grove III – Lake Mathews, L.P., the property developer, and progressed with the Board of Supervisors approving a Resolution of Intention in April 2026, followed by a public hearing and the formal Resolution of Formation in June 2026. On the same day, an election was held in which 100% of voters approved the imposition of the special tax, solidifying the funding mechanism. Ordinance No. 1010 officially authorizes the levy and establishes the financial structure for these services, and it has been determined to have no environmental impact under the California Environmental Quality Act, as no new physical changes are expected from the maintenance activities themselves. The Office of Economic Development will oversee the district’s operations, with Mike Sullivan serving as the primary point of contact for facilities operations.
