Amendments to Comprehensive Fare Ordinance

The San Diego Association of Governments is implementing Amendments to the Comprehensive Fare Ordinance affecting the service areas of the Metropolitan Transit Service and the North County Transit District within San Diego County. This initiative introduces a two-phase transit fare increase to meet operating expenses, with Phase I taking effect on October 1, 2026, and Phase II taking effect on October 1, 2027. Phase I will see most fares increase by 15 to 30 percent, while Phase II will result in cumulative increases of 20 to 40 percent over current levels. A significant operational change starting in Phase I is the elimination of COASTER zones, transitioning riders to a single fare regardless of travel distance. Beyond fare adjustments, the ordinance updates terminology and policies regarding juror, group, and post-secondary institution passes. It also refines eligibility for reduced fares, establishes policies for microtransit and temporary, promotional, or experimental fares, and authorizes the creation of free and reduced fare programs. The project is governed by Statutory Exemption State code 15273, exempting it from CEQA requirements. Administrative oversight is led by Keith Greer, Deputy Director of Environmental Planning.
