Eligible applicants include non-profit organizations, municipalities, public libraries, and public colleges or universities located in or serving these boroughs, with the requirement that fellows are residents of New York’s 14th Congressional District and belong to priority populations. The program offers a fully subsidized wage of $30 per hour, totaling up to approximately $73,125 per fellow over 15 months, along with up to $5,000 for professional development and supportive services. The Statement of Work details responsibilities such as developing a Fellowship Plan, providing benefits including health coverage, and submitting reports and documentation for approval. The agreement includes provisions for electronic invoicing, with payments capped at $73,125 per fellow, and emphasizes NYSERDA’s oversight through inspection and acceptance procedures based on contractual compliance rather than physical inspections. Security and data handling requirements mandate adherence to NYS cybersecurity policies, confidentiality markings, and data return or destruction post-contract. The procurement process involves a comprehensive application submission, including organizational certifications, eligibility attestations, and detailed project plans, with no formal FAR clauses but custom provisions tailored to NYSERDA’s administrative and legal standards. Overall, the program aims to foster a diverse, skilled workforce dedicated to climate justice in New York City’s underserved communities through fully funded fellowships, professional development, and community-centered project work.
