The purpose of the RFP is to invite Bidders to prepare and submit competitive Proposals to carry out the PDA Activities in accordance with the Pre-Development Agreement and, subject to and in accordance with the provisions of the Pre-Development Agreement, undertake the design, construction, financing, operation, maintenance and lifecycle rehabilitation of the Project during the Execution Phase pursuant to the Project Agreement. This Request for Proposal (RFP) is Phase 2 of a two-phase procurement process.
