The Jackson MPO Long Range Transportation Plan

The City of Jackson, Tennessee, is soliciting qualifications and letters of interest for the Jackson Area MPO 2055 Long Range Transportation Plan (LRTP), which serves as an update to the 2050 LRTP. The selected consultant will be responsible for updating the TransCAD travel demand model, projecting funding revenues, developing a financial plan with system-level cost estimates, and integrating safety elements aligned with the Tennessee Strategic Highway Safety Plan. Key deliverables include the final 2055 LRTP report, validated travel demand forecast models, and all geospatial data provided in an FSR geodatabase. The project must comply with the Brooks Act, 23 CFR Part 172, the Infrastructure Investment and Jobs Act, and other federal nondiscrimination and accessibility regulations. This is a qualifications-based procurement where selection and ranking are based solely on evaluation criteria, and fee information is not considered during the initial ranking process.
