The Mosaic Project

The Mosaic Project is an outdoor educational facility proposed for development in unincorporated Alameda County, California, designed to foster peace and community among children from diverse backgrounds through immersive nature-based experiences. The project involves demolishing an existing 7,500-square-foot garage and constructing new infrastructure including twelve 400-square-foot camping cabins, an 8,500-square-foot central meeting and dining hall, a 1,025-square-foot restroom and shower building, and a two-story 2,600-square-foot staff housing building. Sewer infrastructure will consist of an on-site septic tank and leach field, while existing groundwater wells and a 1,200-square-foot caretaker’s unit will remain in use. The entire facility will occupy a 2-acre site and include improvements to trails and dirt or gravel roads. Technical assessments have been conducted to evaluate geotechnical conditions, seismic hazards, soil behavior, and environmental impacts, adhering to standards such as the 2016 California Building Code, ASCE-7, and ASTM testing protocols. Inspection and acceptance of the onsite wastewater system will involve monthly monitoring during the first year of operation, with final approval contingent on compliance with the Alameda County Department of Environmental Health OWTS Manual and local codes. The project’s planning and environmental review are managed by the Alameda County Planning Department, with Albert Lopez, Planning Director, serving as the primary point of contact. The initiative is classified as a forecast in official records, lacks a formal solicitation or contract number, and does not exhibit characteristics of a federal procurement transaction such as FAR clauses, funding codes, invoicing systems, or vendor certifications.
