The State and Territory Child Care Capacity Building Center (STCBC)

The State and Territory Child Care Capacity Building Center (STCBC) solicitation seeks small business organizations to provide technical assistance and support services to enhance the capacity of state and territorial child care programs under the Child Care and Development Block Grant (CCDBG) Act. The contractor will deliver subject matter expertise across critical CCDF program areas including child care business practices, emergency preparedness, consumer education through ChildCare.gov, infant and toddler care, health and safety standards, licensing compliance, and workforce development. The scope includes coordination and data support for state and territory systems specialists, assessment of technical assistance effectiveness, and direct contribution to the triennial CCDF plan submissions. Additionally, the contractor must maintain and enhance federal digital platforms such as ChildCare.gov, the TA Tracker, and the Child Care Technical Assistance Network (CCTAN), ensuring compliance with federal web standards, Section 508 accessibility, NIST security protocols, FedRAMP, and the ACF Digital Toolkit using agile development practices and a Git-based workflow. Performance will occur nationwide with a primary place of performance in Washington, D.C., though staff may operate remotely from any U.S. location as long as they maintain a physical presence within the country. The base contract period runs from September 30, 2026, through September 29, 2027, with five optional one-year renewal periods and an additional six-month extension available, extending potential performance through March 29, 2032. The contract will be awarded on a Time and Materials basis, requiring the contractor to submit a capability statement not exceeding 15 single-sided pages, including attachments, in either PDF or Word format by the May 6, 2026, deadline. Key personnel, including the Project Director and Applications Development Lead, require prior approval for any changes, and the contractor assumes full financial responsibility for turnover. All systems must adhere to federal cloud security standards using FedRAMP Authorized environments, and disaster recovery and continuity of operations plans must be developed, tested annually, and approved by the Contracting Officer’s Representative. The contractor must also comply with strict communications policies, provide up to twelve annual training sessions, submit monthly and annual performance reports, and deliver a comprehensive transition-out plan ninety days before contract expiration, including handover of all source code, documentation, and system configurations. Travel reimbursement is limited to government-authorized trips only, with no reimbursement for local D.C. travel within 50 miles of the ACF Switzer Building.
