The Town of Pope is soliciting proposals from qualified firms or individuals to provide engineering services for the implementation of approved FY 2026 Community Development Block Grant (CDBG) projects. This solicitation requires submission of proposals by December 22, 2025, and aims to select an engineering consultant capable of delivering a comprehensive suite of services, including preparing cost estimates, developing plans and specifications, assisting with bidding, overseeing contract execution, conducting pre-construction conferences, and performing construction inspection. The contract will be awarded as a fixed-price agreement based on the highest scoring and most advantageous proposal, taking into account qualifications, experience, and the firm’s capacity to perform. The project requires strict adherence to federal, state, and local regulations governing CDBG projects and encourages participation from minority business enterprises (MBEs), women business enterprises (WBEs), and Section 3 eligible businesses, supporting inclusive economic opportunities. The Town of Pope retains the right to reject any or all proposals or terminate the selection process as necessary.
