The U.S. Government, through the Department of Defense’s W6QM MICC-Ft Belvoir, is conducting market research via a Sources Sought Notice to identify qualified vendors capable of manufacturing Hot Weather Distinctive Uniforms for The United States Army Band (“Pershing’s Own”), the official ceremonial band of the Army. This notice is not a solicitation and does not obligate the Government to issue a contract; however, it seeks responses from potential suppliers to assess market capability and support a potential future Total Small Business Set-Aside under FAR 19.5 using NAICS code 315210, which has a 750-employee size standard. Respondents must provide detailed information on their firm, including UEI and CAGE codes, prime or subcontractor intent, relevant experience, commercial availability data with pricing and delivery terms, and recommendations for enhancing small business participation and competition. The requirement is for the production of specifically designated men’s and women’s blue coats compliant with USPD S-4-68C and approved by the U.S. Army Soldier Systems Center, with delivery scheduled to Fort Myer, Virginia, following a production timeline where items must be completed and shipped no later than 60 days after manufacturing ends. The anticipated contract period, if awarded, would begin 14 August 2026 and end 13 August 2027, with a total cost ceiling of $255,000. Responses must be submitted via email by 9:00 a.m. EDT on 21 July 2026 to the designated Contract Specialist and must include disclosures regarding organizational conflicts of interest, proprietary information handling, and any practices that may unjustly restrict competition, while reaffirming compliance with FAR provisions including 52.219-14 Class Deviation 2021-O0008. All submitted data marked as proprietary will be protected, and the Government will not reimburse any costs associated with responding. No formal evaluation factors, CLINs, delivery schedules with FOB terms, packaging specifications, or inspection protocols beyond general FAR and QASP references are included at this stage, as this is purely a pre-solicitation market research tool intended to inform a potential future IDIQ procurement.

THIS IS A Sources Sought Notice ONLY.  The U.S. Government is seeking to identify potential sources capable of manufacturing Hot Weather Services Uniforms. While the Government is currently aware of only one source possessing the required capabilities, this notice is being issued as market research to identify other qualified vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this source sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.

This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  This notice does not commit the U.S. Government to contract for any supply or service.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice.

The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.  If a solicitation is released, it will be synopsized on the Government-wide Point of Entry.  It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement.  The anticipated NAICS code(s) is: 315210 - contractors primarily engaged in (1) cutting materials owned by others for apparel and accessories and/or (2) sewing materials owned by others for apparel and accessories, with a size standard of 750 employees.

The United States Army Band (TUSAB), traditionally known as "Pershing’s Own," is the official Army Band of the North Capitol Region-Military Department of Washington. As such, TUSAB is the Army's official musical ceremonial unit and escort to the President as well as members of Congress and the Pentagon. The ceremonial band element of TUSAB is also the official musical escort for all Army funerals at Arlington National Cemetery.
