Therapeutic Behavioral Services are being solicited by the San Bernardino County Department of Behavioral Health Administration under solicitation number DBHE26-ADMN-6087, with questions due by noon on Thursday, May 21, 2026, and proposals due by 4:00 p.m. local time on Thursday, June 11, 2026. Services must be delivered within 90 days of contract award and are to be provided in community-based settings including clients’ homes, foster homes, and group homes across San Bernardino County, with a primary focus on behavioral health support for children and adolescents consistent with state and federal regulatory standards, including Medi-Cal requirements, HIPAA, and the Integrated Core Practice Model. Contractors must demonstrate proficiency in utilizing the Child and Adolescent Needs and Strengths (CANS) assessment tool, maintaining required staffing levels, serving specified client volumes, and delivering outcomes-based care with data tracking capabilities. Evaluation will prioritize technical merit at 65%, with emphasis on understanding the target population, clinical service delivery, CANS implementation, staffing qualifications, and facility adequacy, while financial factors—cost per participant, salary-to-cost ratios, and financial stability—comprise 35% of the scoring. Proposals must include certified compliance statements affirming non-discrimination, adherence to all applicable laws, absence of debarment or suspension, and full disclosure of conflicts of interest or legal proceedings. All personnel must pass DOJ fingerprint background checks, hold current professional licenses, and comply with stringent data security protocols including DoD 5220.22-M and Guttman method data sanitization, HIPAA-compliant breach reporting within one business day, and annual risk assessments. No subcontracting is permitted, and contractors must maintain a Drug-Free Workplace policy.
