Questions and Answers See 9F030 - 20240293 - SPEC_BIL_ADD_A-01 ************************************************* ADDENDUM #1 / ADDENDA NO 1 Further to the above- mentioned Request for Proposal documentation previously forwarded; Addendum (#1) is hereby issued. CLOSING DATE: The new closing date for receiving proposals is changed to May 19, 2025, 2:00 p.m. (EDT). ************************************************** PURPOSE CSA is looking for a supplier to replace defective thermos windows at its 6767 route de l’Aéroport site in Saint-Hubert. Supply materials, equipment and labour for the replacement of 24 thermos windows at the John H. Chapman Space Center (JCHSC). DESCRIPTION Carry out the work according to the plans and specifications. See annex C and D. HEALTH AND SAFETY Before starting work, the contractor must submit its health and safety plan to the CSA project authority. Its plan must meet all the requirements set out in current provincial legislation and policies. The plan must include, but not be limited to, prevention elements for the following items: • Personal protective equipment • Work at heights • Public safety ************************************************** CONSTRUCTION TIME The Contractor must perform and complete all Work by September 30, 2025. See specifications for the project milestones. ************************************************** OPTIONAL SITE VISIT It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held on April 23, 2025 at 10:00 AM. Canadian Space Agency 6767 Route de l'Aéroport Longueuil, Quebec, J3Y 8Y9 Bidders must communicate with the Contracting Officer no later than April 21, 2025, 12:00 pm to confirm attendance and provide the following information: a. Business name b. Business address c. Business phone number d. Bidder’s representative name(s), with email address and phone number Bidders who do not confirm attendance and who do not provide the above information will not be allowed access to the site. No alternative appointment will be given to bidders who do not attend or do not send a representative. The representative of the bidder may be requested to sign the Site Visit Attendance Sheet at the site visit. Bidders who do not participate in the visit will not be precluded from submitting a bid. Bidders must note that all questions must be sent, by email, to the attention of the Contracting Officer. CSA delegate(s) on site are not authorized to take and/or respond to any questions received from potential bidders on site visits. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. ************************************************** PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS Conditional Set-Aside under the Federal Government Procurement Strategy for Indigenous Business (PSIB) This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory. If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two (2) or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted. If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two (2) compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority.
