This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance this is a notice of intent to award a Sole Source contract in accordance with Revolutionary Federal Acquisition Regulations Overhaul (RFO) 12.102(a).  This announcement constitutes the only solicitation; a written solicitation and attachments are included. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.GOV. Quoters shall follow the method of quote submission set forth in the solicitation. Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice. 



 NAVSUP Fleet Logistics Center Norfolk, Regional Directorate Contracting Department, intends to acquire commercial services on a firm-fixed price (FFP) contract on a sole-source basis and award to Hospitality Management Corporation (The Altland House/Creekside at Liberty Forge) for Event Services. This acquisition is being conducted under the authority of permitting other than full and open competition in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102 and in accordance with 41 U.S.C. 1901. See attached RFQ for more information.



NAVSUP plans to issue a sole source purchase order to Hospitality Management Corporation (The Altland House/Creekside at Liberty Forge) for Event Services on behalf of NAVSUP BSC. The service includes an all-inclusive, mostly outdoor venue that can accommodate up to 450 people. The venue provides all support as part of their cost, eliminating the need for government personnel to make phone calls to reserve equipment, restrooms, pick up/set up of sports equipment, be on-site for handicapped restrooms delivery, and assist the caterer with set up. Alternate venues have been researched and are not viable


Hospitality Management Corporation (The Altland House/Creekside at Liberty Forge) is the only identified venue within 10 miles of NAVSUP BSC that can host and meet the government's entire requirement for this event. Alternative venues have been researched and are not viable. The Park Inn by Radisson, which was used for over ten years, has closed for business and is no longer an option. Roundtop Mountain Resort, previously used in 2019, is no longer hosting events.


Hospitality Management Corporation (The Altland House/Creekside at Liberty Forge) will be solicited, concurrent with this synopsis, to provide the requirement. The estimated award date is 1 June 2026 with a period of performance 9 September 2026 to 10 September 2026.



This acquisition is being processed pursuant to FAR Part 6.103-1(b), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Hospitality Management Corporation (The Altland House/Creekside at Liberty Forge) is considered the only source able to successfully perform the requirement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required support, as well as financial and technical information. However, this notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility.
