AI Contract Overview

The U.S. Navy regularly requires ship repair and alteration services for vessels stationed in the Western Pacific and Indian Ocean regions, including key locations such as Yokosuka and Sasebo in Japan, as well as Singapore. Contractors interested in bidding for these repair or alteration projects must first obtain either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR). These agreements are prerequisites for contract awards and are separate from the specific repair contracts themselves. MSRAs and ABRs are granted only after a thorough evaluation by U.S. Navy representatives to ensure that contractors have the necessary organizational capacity and facilities to adequately perform the required ship repair or alteration work. Prospective contractors in the Western Pacific interested in obtaining an MSRA or ABR can respond to solicitation number N6264919G0001, posted by the Navsup Fleet Logistics Center Yokosuka, under the Department of Defense. The solicitation aligns with NAICS code 336611, covering ship and boat building services, and is aimed at identifying qualified contractors capable of supporting the Navy’s ongoing maintenance needs. This process ensures that the Navy maintains a pool of vetted and capable repair providers to support its operational readiness in critical strategic locations.

This notice provides information for contractors interested in submitting proposals in response to solicitations for repair or alteration of U.S. Navy vessels at locations in the Western Pacific and Indian Ocean. The U.S. Navy has regular need of ship repair and alteration at Yokosuka, Japan, Sasebo, Japan, Singapore, and other ports in the Western Pacific and Indian Ocean. The U.S. Navy does not award ship repair or alteration contracts to contractors unless they have been separately issued a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR). MSRAs and ABRs are required in order to be awarded a contract for ship repair or alteration but are separate from any specific contract for ship repair or alteration. MSRAs and ABRs are issued to contractors that are determined to possess the organization and facilities to satisfactorily perform ship repair and alteration projects and are issued after a contractor requests to be considered for an MSRA or ABR and an appropriate review is conducted by U.S. Navy representatives.
