Full Description

USSOCOM Tampa intends to solicit an other than full and open competition basis THOR1 Products. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 6.302-1. The Government intends to solicit and negotiate with Novetta, Inc. on a sole source basis. Interested persons may identify their interest and capability to respond to the requirement. This sole source as these items are deemed to be available only from Novetta, Inc. who is the current systems integrator of the Government Purpose Rights (GPR) software applications developed by JSOC and incorporated into SOF-Peculiar hardware form factor in support of National Mission Forces. USSOCOM J24 has directed TSOC and Components to use this solution in support of SOCOM Full Motion Video Processing, Exploitation and Dissemination requirements. Novetta, Inc. as the integrator, develops the software applications and incorporates the application and optimizes the COTS hardware solution to meet the SOF peculiar demands of expeditionary Full Motion Video Processing, Exploitation and Dissemination. Use of any other products would require substantial user assessment, integration and operational testing, in addition to training for technicians and users and is cost prohibitive. These systems are currently fielded in support of Combat Mission Needs Statement 220. Existing SOF-PED network architecture and applications will integrate seamlessly with these GPR derived products and ensure compliance with USSOCOM standard and compatibility with existing USSOCOM component systems that are required. This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 30 September 2017. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
