THREE PHASE 23KV PADMOUNT TRANSFORMERS

The Peabody Municipal Light Plant is soliciting bids for three phase 23kV padmount transformers, specifically 60HZ, mineral oil immersed, class OA rated self-cooled, compartmental-type distribution transformers rated 3000KVA and smaller. The current requirements include two 750 KVA units, one 1000 KVA unit, and five 2000 KVA units, all with 22860 GRD Y / 13200 PRI and 480 Y / 277 SEC configurations including loop switches. The agency reserves the right to increase the contracted quantity by up to twice the original amount and may award different sizes to different suppliers. All equipment must comply with the latest revision of IEEE standard C57.12.34 and include specific marking for oil levels, terminal designations, and PCB-free certification. Evaluation is heavily weighted on transformer efficiency, requiring bidders to provide guaranteed maximum no load and full load losses, percent impedance, and primary expulsion fuse size. Bids without upward escalator clauses are preferred. Successful vendors must execute the contract on the PMLP form within 15 days of award and provide 72-hour advance notice for deliveries to the Peabody jobsite. Payment of 100 percent of the quoted price is issued within 30 days of delivery following inspection, though deductions may be applied if actual tested losses exceed quoted values. Bidders must also provide certifications of non-collusion and tax compliance pursuant to MGL c. 62C, §49A.
