THREE PHASE 27KV RECLOSERS

The Peabody Municipal Light Plant is soliciting firm pricing for the procurement of three electronically controlled, automatic three phase, solid dielectric 27 kV vacuum circuit reclosers. These units must be pole-mounted and shipped preassembled from the factory to eliminate the need for field assembly. Each recloser must include a SEL 651R control unit with fiber optic, Ethernet, and RS232 ports, a painted 316 stainless-steel single door pole mount enclosure, a 13200V to 120V 1KVA potential transformer, and six low energy analog voltage sensors. Equipment must be clearly labeled with the manufacturer's name, catalog and serial numbers, date of manufacture, and specific electrical ratings. Proposals must be submitted on the provided bid form and include unit pricing, a pricing validity period, and references from three nearby customers. Bids without upward escalator clauses are preferred. Delivery must occur between 08:00am and 03:00pm, Monday through Friday, at a designated location in Peabody, Massachusetts, with a 48-hour advance notification requirement. All units must be shipped to allow for offloading via fork truck. Payment of 100% of the quoted price will be approved within 30 days following delivery and inspection. The selected seller must comply with the Occupational Safety and Health Act of 1970, Peabody Municipal Light Plant Safety Rules and Regulations, and Executive Order 11246. Additionally, the contractor must provide a Certificate of Non-Collusion and certify compliance with Massachusetts state tax and child support laws. The contract includes standard provisions for force majeure, confidentiality, and the purchaser's right to suspend work. All shipping documentation must be marked with the specific Peabody Municipal Light Plant purchase order number.
